Dr. Doug Walker is a Clinical Psychologist, Senior Advisor, and CIS-affiliated consultant with 30 years of experience helping schools, universities, foundations, healthcare systems, and public agencies strengthen mental health, crisis preparedness, safeguarding, and institutional well-being.
For nearly two decades, he has worked with international schools and education organizations across more than 30 countries. He advises senior leaders, Boards, and multidisciplinary teams on developing coherent, culturally responsive systems for crisis prevention, response, postvention, and long-term psychosocial recovery. His work helps organizations connect governance and policy with the practical realities of supporting students, staff, families, and communities during periods of significant disruption.
Following Hurricane Katrina, Dr. Walker founded Project Fleur-de-lis, a large-scale school-based mental health initiative that served more than 100 schools across greater New Orleans and became part of the National Child Traumatic Stress Network. The program integrated trauma-informed services, workforce development, school consultation, and community recovery within a coordinated regional model.
Dr. Walker has served as a technical advisor to the U.S. Department of State’s Office of Overseas Schools and has contributed to national and international initiatives involving disaster mental health, institutional crisis response, youth protection, suicide prevention, and school mental health. His advisory experience also includes supporting a national school-based trauma initiative in Guyana and serving on Scouting America’s Youth Protection Committee. He is a Fulbright Specialist and has held senior clinical and program leadership roles within the Mercy health system.
He earned his doctorate from the University of North Texas. His work is grounded in clinical science while remaining focused on implementation: helping institutions translate evidence and expert guidance into practical, sustainable systems that can function under real-world conditions.
